In the ruling, the court said the move effectively disenfranchised nearly 800,000 voters, denying them representation through an action taken without broader legislative approval.

According to the court, Johnson acted unilaterally and for political self-interest, citing the protection of a razor-thin majority as a motivating factor. The judge described the decision as “constitutionally indefensible,” emphasizing that no single congressional leader has the authority to override the outcome of a lawful election.
