The proposed measure, titled “Virginia’s Law,” is named in honor of Virginia Giuffre, one of the most prominent voices among Epstein’s accusers and a longtime advocate for survivors’ rights.

If passed, Virginia’s Law would allow survivors of sex trafficking to pursue criminal charges against their alleged abusers regardless of how much time has passed since the crimes occurred. Advocates argue that the unique nature of trafficking—often involving coercion, manipulation, fear, and trauma—can prevent victims from coming forward for years or even decades.

“Trafficking survivors frequently face immense psychological and social barriers that delay disclosure,” supporters of the bill said during the announcement. “Justice should not expire simply because a survivor needed time to heal.”

The proposal reflects growing bipartisan recognition that traditional statutes of limitations may not adequately account for the realities of sexual exploitation. In recent years, several states have expanded or temporarily lifted time limits for certain sexual abuse cases, but Virginia’s Law seeks to permanently remove those limits specifically for sex trafficking offenses.

Legal experts note that eliminating statutes of limitations can present challenges, including concerns about due process and the preservation of evidence over time.
